    其实，这是隐匿在国人内心深处的困惑。２００６年的全国财政收入就达到３．９３万亿元，比上年增加了７６９４亿元；其中，全国税收收入共完成３．７６万亿元（不含关税、契税、耕地占用税），增收６７７０亿元。然而，让人遗憾的是，用之于民的反馈比例并没有随着国家税收的增长而提升。也就是说，取之于民的财富并没有充分体现在用之于民上。例如教育经费的投入方面，早在１９９３年，《中国教育改革和发展纲要》就提出，到２０００年教育经费投入应达到ＧＤＰ的４％的水平。然而到２００４年，我国教育经费的投入也仅占ＧＤＰ的２．７９％，2005年也只占2.82%。而在2006年，大学招生数却是1998年的三倍，国家对高校的投入没有相应的增加，造成大多数高校负债累累，惨淡经营。同时，大学生每年的平均花费在这几年也成倍增长，成为中国家庭难以承载的重负。

    当然，税收取之于民，不可能全部用之于民，天下也没有哪一个国家完全达到了至善境地。但至少应该让老百姓知道，“９５％”取之于民的税收又有多少反馈于民？我想这点“知情权”应还给老百姓吧！（转贴、修改、插图）
